What's the deal on rapid reassessments and our taxes?

I would love for The Citizen to do an article on the home reassessment process. We used to be reassessed every three years, and now values are raised every year.

What percentage of appeals are successful? Is an appeal a complete waste of time? Are there some things we can do to make an appeal more successful? How much extra money is this process bringing in for the cities and schools? Thank you for your consideration.
