How did they mess up F'ville traffic so completely?

A few weeks ago it was announced the traffic lights would be synchronized in the Fayetteville area to clear up problems with traffic flow, mainly around the square. The following week workers were observed to be doing just that.

A couple of days later, for the first time, I drove east on Ga. Highway 54, made a left turn northbound on Ga. Highway 85 at the square and did not have to stop for the next light, which is westbound Hwy. 54. This was a feat unheard of before that day. I made it all the way to the light at Home Depot before being stopped by a red light. On that day I applauded the city and county for a job well done.

What happened? Last Wednesday I made the same drive. Hwy. 54 eastbound traffic was backed to the Hwy. 54 split, 18 minutes to Hwy. 85. A left on Hwy. 85 northbound and an immediate stop at Hwy. 54 westbound, just as always, but this time, a longer wait. I observed traffic coming southbound on Hwy. 85 backed up nearly to Ga. Highway 92.

So my question is, how much tax money and time was spent to make the traffic flow nearly unbearable around Fayetteville and the square?
