Cooperative Extension offers tips to keep halloween safe Fulton County neighborhoods will soon be filled with ghosts and goblins. The Fulton County Cooperative Extension Service offers the following advice to keep trick-or-treaters safe: Two rules apply for safe costumes: good visibility, good mobility. Make sure costumes are visible to motorists. Light and bright colors are most easily seen at night. To increase visibility, decorate costumes and goodie bags with light-reflective tape. Trick-or-treaters should carry flashlights to see easily and improve their visibility. Costumes should be short enough to prevent tripping. Children should wear well-fitting, sturdy shoes. High heels or shoes that are much too big are not a good idea for safe walking. Tie hats and scarves securely to prevent them from slipping over children's eyes. Masks should fit securely and have large eye holes to allow for full vision. Better yet, use hypoallergenic makeup instead. Swords, knives and similar costume accessories should be made of soft, flexible material to avoid injury. Be sure to buy costumes, masks and wigs labeled "flame resistant." Loose-fitting costumes are especially dangerous around lit jack-o-lanterns and candles. Warn children not to eat any treats before an adult has examined them carefully for evidence of tampering. Fulton commissioner joins national panel

Fulton County District 2 Commissioner Karen Elaine Webster participated as a panelist at the University of Pennsylvania in Philadelphia last Saturday.

The event was the 16^th annual Howard E. Mitchell Memorial Forum and is sponsored by the Black Wharton Undergraduate Association. The group is a division of the Wharton Business School, which is one of the top business schools in the country.

The forum's topic was "Breaking the Mold: Redefining the Scope of Black Potential." The panel will focus on government and public planning industries.

A native Atlantan, Webster is senior vice president at Beers Construction Company, the largest commercial contractor in the southeast. She holds a bachelor's degree in Southern history and government from the University of Virginia and a master's degree in public administration from Georgia State University.
