Introduction
Standards for Local Boards of Education
The Georgia School Boards Association has developed a set of standards with which all local school boards may voluntarily choose to comply. It is GSBA’s belief that these suggested principles of good practice constitute levels of performance for local boards of education, which communicate an individual local board’s intent that its operation be ethical and effective.
GSBA believes that adoption and adherence to the GSBA Standards for Local Boards of Education will improve the effectiveness and overall governance of the local school system by the local board of education. By providing a sound governance structure, which includes generally accepted best practices, the local board can improve the environment in which student achievement may be enhanced.
The Standards are comprised of eight major components that encompass the primary elements of governing a local school system.
Those components are:
• Vision/Philosophy/Goals
• Systematic Improvement
• Organizational Structure
• Board Operations: Policy Development
• Board Operations: Board Meetings
• Board Operations: Personnel
• Board Operations: Financial Management
• Board/Staff/Community Relations
The Georgia School Boards Association and the Georgia School Superintendents Association challenge their constituents to reach for a higher level of performance by implementing these Standards.
The Georgia Constitution calls for its public school systems to be governed by locally elected boards of education that appoint a superintendent, thus creating a leadership team for each school district.
Educational best practices stress the importance of the local board of education and superintendent acting as a leadership team. In order for the leadership team to function properly, the team must plan cooperatively, work together, and trust each other while maintaining separate but united roles to accomplish stated goals. Most importantly, the team must continually evaluate its progress. The team’s focus must be to provide leadership, establish goals and develop an organizational structure to enhance continual improvement in the school district. The GSBA Standards for Local Boards of Education assists the leadership team in establishing and functioning as a “local” organized team to manage and improve the school district.
Responsibilities of the Office
Once an individual has been elected and officially sworn in, the real job begins. Becoming an active and effective member of the superintendent-school board team should be a board members primary objective. Following these guidelines will smooth the way to more successful service:

• Try to build better relationships and work as a team with other board members and the superintendent.
• Refer all complaints through proper administrative channels and use the school board only as a court of last resort.
• Ask for the facts you need to make a decision on an issue, but be reasonable in demands on staff time.
• Be a good listener at board meetings and with constituents, but resist the temptation to commit the board or administration to action.
• Do not interfere in administrative decisions and functions of the superintendent and staff.
• Prepare yourself carefully before each meeting and never surprise other board members or the superintendent with last minute additions to the agenda.
• Support and help the superintendent to be as effective as possible.
• Vote in the best interests of students at all times.
• Remember that public opinion is only one factor in decision-making.
• Become well acquainted with school board policies. The reading will prove to be very informative about school system customs, culture and operational processes.
• Realize that there will be times when changes must be made, when tradition cannot be honored and when public pressure must be ignored.
• Remember the rules of confidentiality especially in decisions concerning personnel, land acquisitions and negotiations.
• Represent the school system well through proper behavior and attitude.
• Maintain your sense of humor.
• Learn and practice the art of compromise.
• Know how to sift through rumors and uninformed opinions to get a true picture of the situation.
• Support the board's decision once it is made, even if you voted against it.
• Don't represent what you have to say as an opinion of the board unless specifically authorized to do so.
• Do not make commitments to school patrons before hearing both sides of the issue.
• Trust other board members and act in a trustworthy manner.
• Be willing to learn.
• Abide by a code of school board member ethics.
Ethics
It is not enough for a school board member to do what the law requires. The board member must also observe the ethics of public office. The public entrusts school board members with a great deal of responsibility to do what is best for the community. Local school boards may want to adopt a policy stating their own views on school board member ethics. A code should include statements about board members not using their office for personal or partisan gain for family, friends, or special interest groups. Boards should also set high expectations for students, staff and the board itself. The best interest of students should be the primary focus of all decisions. Understanding roles and responsibilities should also be a central theme in any code of ethics.
Listed below are just a few of the principles of conduct for school board members suggested by the National School Boards Association and board members from other Georgia school systems that boards may want to consider for placement in a school system's code of ethics:
• Always act as an advocate for the schools and for children.
• Set high expectations for students, staff and yourself.
• Base decisions on facts and independent conviction, not on pressure from special interest groups.
• Recognize and respect the rights of others.

• Realize that a board member has no authority outside the board meeting.
• Keep confidential information confidential.
• Don't make decisions based on whether or not they will help you get re-elected.
• Respect the decision of the board once the vote is taken.
• Respect the authority of the superintendent and the administrative staff and don't undermine such authority by getting involved in the administration of the school system.
• Do not compromise the school system or the board by taking part in any action that might be viewed as a conflict of interest.
• Promote trust, honesty, integrity and fairness.
• Function as an effective member of the superintendent-school board leadership team.
• Be committed to educational excellence and equity for all children.
Accreditation
The Southern Association of Colleges and Schools/Council on Accreditation and School Improvement (SACS CASI) is one respected regional accrediting agency that verifies that member colleges, universities and K-12 school systems meet certain standards of excellence. SACS CASI accredits most Georgia schools, although the Georgia Accrediting Commission (GAC) also accredits a number of schools and/or districts.
SACS CASI accreditation is most often mentioned in the news media and carries a certain name recognition and "clout" as a means of assuring the public that their schools are up to standard. However, a great deal more than public perception depends upon the school system having accredited schools. Accreditation also ensures that high school course credits will be accepted by other SACS CASI accredited school systems to which students might transfer. Further, the Georgia Student Finance Commission requires that students graduate from an accredited school in order to qualify for student scholarships. SACS CASI and GAC accreditation satisfies this requirement.
Occasionally, school boards have endangered their system's SACS CASI accredited status by venturing across the "line" that divides the roles of the school board from those of the superintendent. SACS CASI standards on Governance state that in order for a system to be accredited it must "permit the administrative team of the system to implement policies and procedures without interference." It also must "establish policies and procedures that recognize and preserve the executive, administrative and leadership prerogatives of the head of the system and the schools." To avoid embarrassing conflicts with SACS CASI standards, school boards are advised to form an effective leadership team with their superintendent and follow a code of ethics to which everyone has agreed.
The Fayette County Board of Education operates in a good faith effort to keep the Fayette County School System in compliance with both GSBA’s Standards for Local Boards of Education and the AdvancED Accreditation Standards for Quality School Systems.
By accepting these Operational Procedures, we pledge to uphold the vision that our students will be capable of living and working effectively, responsibly and productively in a global environment.
The mission of the Fayette County School System is to deliver effective instruction and set high expectations resulting in continued improvement in student achievement. We also pledge to set high expectations of ourselves believing that continued improvement in Board/Superintendent relationships can only benefit our students and community.

Governance - The Fayette County School System operates under the jurisdiction of a governing Board that:
1. Establishes and communicates policies and procedures that provide for the effective operation of the system (AdvancEd Accreditation Standards for Quality School Systems Standard 2.1: Governance and Leadership).
1.1. The Board of Education, upon recommendation of the Superintendent, adopts policies and implementation plans to facilitate the accomplishment of stated goals (GSBA Standard I).
1.2. The board establishes and, along with the Superintendent, follows local policies, procedures and ethical standards governing the conduct of the board and Superintendent (GSBA Standard IIIA).
1.3. The officers of the Board of Education are elected using the procedures defined in state law and board policy and carryout their duties that are clearly delineated in law or policy (GSBA Standard IIIB).
1.4. The board uses the Superintendent as its chief executive officer with full authority to administer district affairs (GSBA Standard IIIC).
1.5. The board organizes and distinguishes its role as a policy-making body from the roles/responsibilities authorized to the Superintendent for the administration of the district (GSBA Standard IIID).
1.6. The Board of Education and Superintendent function as a leadership team, while maintaining careful recognition of appropriate roles and responsibilities (GSBA Standard IIIE).
1.7. The Board of Education adopts and revises its written policies so that they are clear, up-to-date, and in compliance with the state constitution and state and federal laws (GSBA Standard IVA).
1.7.1. The Board of Education follows policies and procedures for policy adoption, emergency adoption of policy, policy dissemination, and policy repeal (GSBA Standard IV.B.1-4).
1.7.2. The Board of Education considers the following when it adopts policies: The written recommendation of the Superintendent, an opportunity for public review and periodic review (GSBA Standard IV.B. 1-3).
1.8. Board Meetings
1.8.1. The Board of Education must hold a regularly scheduled monthly meeting at a time and date established by the Board at the beginning of each calendar year (Our original document)
1.8.2. The Board my change the date and time for holding it regularly scheduled monthly meeting only once during any calendar year and the public must be advised of any change by advertisement in the newspaper two weeks in advance (Our original document).
1.8.3. The Board may call a special meeting as often as is necessary for the Board to conduct its business (Our original document).
1.8.4. The Board may delegate to its chair or superintendent or both the authority to call special meetings when the chair and/or superintendent believes such meetings are necessary. Otherwise, the board may call such special meetings when a majority of its members determine it is appropriate (Our original document).
1.8.5. The Board of Education develops meeting agendas, posts agendas for public review and conducts its meetings in accordance with the Open Meetings Law (50-14-1) (GSBA Standard V.A).
1.8.6. Board procedures provide an opportunity, prior to board meetings for members of the Board of Education to suggest items to be removed from or placed on the agenda and/or request additional information on an agenda item by contacting the Superintendent (GSBA Standard V.B).
1.8.7. The agenda provides a sound order of business, including an opportunity to make adjustments to the agenda, which facilitates productive meetings (GSBA Standard V.C).
1.8.8. The Board of Education uses a “consent agenda” procedure when appropriate (GSBA Standard V.D).

1.8.9. The agenda is followed, once approved, and the board departs from it only under special circumstances and with concurrence of a majority of its members present (GSBA Standard V.E).
1.8.10. The Board of Education acts only upon the recommendation of the Superintendent in matters of employment or dismissal of school personnel. The Board of Education members remain neutral and do not become involved in the review of applications for vacant positions except in the recruitment and selection of the Superintendent. Board of Education members will refrain from applying pressure on the Superintendent to employ persons on the basis of any criteria other than professional and/or occupational qualifications as defined in approved job descriptions (GSBA Standard VI.B. & D).
1.8.11. The Board of Education holds all meetings in the presence of the Superintendent or his/her designee except when the Superintendent’s evaluation, contract and salary are under consideration (Original document).
1.8.12. The Board of Education has procedures in place to facilitate public input (GSBA Standard V.F).
1.8.13. Board Minutes properly record actions of the Board.
2. Recognizes and preserves the executive, administrative, and leadership authority of the Superintendent (AdvancEd Accreditation Standards for Quality School Systems Standard 2.2: Governance and Leadership).
2.1. The Board of Education oversees the management of the district by employing a Superintendent and evaluating his/her performance in providing educational leadership, managing daily operations and performing all duties assigned by law (GSBA Standard VI.A).
2.2. The Board of Education as a whole, and its individual members, give the Superintendent full administrative authority for properly discharging all professional duties and hold the Superintendent responsible for acceptable results (GSBA Standard VI.A).
2.3. The Board of Education authorizes the employment, assignment and dismissal of personnel only on the recommendation of the Superintendent (GSBA Standard VI.B).
2.4. The Superintendent is accountable to the Board of Education in developing and conducting a fair and equitable evaluation of all personnel in the district (GSBA Standard VI.C).
2.5. The Board of Education refrains from applying pressure on the Superintendent to employ persons on the basis of any criteria other than professional and/or occupational qualifications as defined in currently approved job descriptions (GSBA Standard VI.D).
2.6. The Board of Education has been trained in the Superintendent evaluation process and follows that process for evaluation (GSBA Standard VI.E).
2.7. The Board of Education, using an approved instrument and process agreed upon by the Board of Education and the Superintendent, annually evaluates the professional performance of the Superintendent (GSBA Standard VI.F).
2.8. The Board of Education members and Superintendent function as a leadership team, while abiding by procedures to protect the chain of authority concept (GSBA Standard III.E).
2.9. The Board of Education and individual board members maintain an appropriate and professional relationship with the Superintendent, staff and community (GSBA Standard VIII.A).
2.10. The Board of Education recognizes and protects the concept of chain of command (GSBA Standard VIII.B).
2.11. The Board of Education works with the Superintendent to provide and follow a process, when it is appropriate, that encourages and seeks the input of staff at all levels of decision-making on significant issues (GSBA Standard VIII.C).
2.12. The Board of Education periodically receives input from citizens on matters relating to the school district (GSBA Standard VIII.D).
2.13. The Board of Education working with the Superintendent seeks advice and communicates with the community through:

2.13.1. Providing leadership, policies and training to school councils (GSBA Standard VIII.E.1).
2.13.2. Collaboration agreements with local and state agencies (GSBA Standard VIII.E.2).
2.13.3. Community groups, community forums and media (GSBA Standard VIII.E.3).
2.14. The Board of Education members maintain an appropriate and professional relationship with the Superintendent and staff.
2.14.1. The Board of Education members shall treat all board employees with respect and courtesy.
2.14.2. No individual board member shall pressure, threaten, or intimidate any administrator, teacher, or other employee, or other board member (GSBA Standard III.E).
2.15. The Board of Education members support the Superintendent as Chief Executive Officer and his/her role as general supervisor of all school system employees (GSBA Standard III.C).
2.16. The Board of Education members will refer all complaints to the Superintendent for appropriate investigation and action (GSBA Standard III.D & E).
2.17. The Board of Education members will provide adequate safeguards around the Superintendent and other staff members to ensure that they can discharge their educational functions on a professional basis by following adopted procedures for Board members (GSBA Standard III.D. & E).
2.17.1. Board of Education Members recognize that interruptions to the work day impair productivity and shall schedule appointments to meet with staff, or request information, through the Superintendent.
2.17.1.1. All data requests will be evaluated by the Superintendent; if, in his sole judgment, he determines the request to require a significant or unreasonable amount of staff’s time and school system expense to gather and duplicate, the Superintendent will present this data request to the entire Board of Education for a consensus and approval to continue with the data request.
2.17.1.2. The Superintendent will, in a timely manner, make all information obtained during such meetings and/or data requests available to all Board of Education members (GSBA Standard III.E)
2.18. The Board of Education holds the Superintendent accountable for fair and equitable evaluation of all personnel in the system (GSBA Standard VI.C).
2.19. The Board of Education members will present criticism of any employee or department directly to the Superintendent (GSBA Standard VI.C).
2.20. It is only the Board of Education acting as a body which has authority to make decisions. Decisions may only be made during regular or called public meetings (GSBA Ethics Brochure, p.4).
2.21. The individual members of the Board have no legal authority to take any action on behalf of the Board of Education unless specifically authorized by the majority of the Board. Although members of the Board of Education are public officials, they have no authority to make decisions affecting the operation of the school system or commit the school system to any action (GSBA eBoardsmanship A Guide to Effective Boardsmanship Chapter 9 – School Law: The Basics).
2.22. The Board of Education and Superintendent shall conduct a semi-annual retreat to (GSBA Standard II.C).
2.22.1. Assess progress made to update and revise action plans to accomplish district’s vision/philosophy/goals (GSBA Standard II.C.1).
2.22.2. Assess the strengths and weaknesses of the school system (GSBA Standard II.C.2).
2.22.3. Consider any compelling program(s) or emerging issues(s) (GSBA Standard II.C.3).
2.22.4. Study and explore trends, opportunities and anticipated challenges (GSBA Standard II.C.4).
2.22.5. Reflect on its educational and leadership philosophy and performance (GSBA Standard II.C.5).

2.22.6. Review the Board and Superintendent Standards Process checklist. (GSBA Standard II.C.6).
2.22.7. Update the Strategic Plan upon which the Superintendent’s evaluation is based (FCBOE member & staff input).
2.23. The Board of Education evaluates the professional performance of the Superintendent annually.
2.23.1. The Board will use an evaluation instrument and process agreed upon by the Board and Superintendent (GSBA Standard VI.F).
2.23.2. The Board members shall be trained in the Superintendent evaluation process and follow that process (GSBA Standard VI.F).
2.23.3. The Superintendent’s evaluation is based on the Board’s expectations, annual goals and specific tasks that were developed with input from the Superintendent and included in the Board-approved Strategic Plan (GSBA Standard VI.F).
2.23.4. The Superintendent evaluation provides for dialog between the Board members and Superintendent (Our original document).
2.23.5. The evaluation provides the Superintendent an opportunity to respond to the completed evaluation (Our original document).
2.23.6. The evaluation includes the delineation of any areas of needs improvement perceived by the Board of Education and provisions for the Superintendent’s professional development to strengthen those areas (Our original document).
3. Ensures compliance with applicable local, state, and federal laws, standards, and regulations (AdvancEd Accreditation Standards for Quality School Systems Standard 2.3: Governance and Leadership).
4. Implements policies and procedures that provide for the orientation and training of the governing Board (AdvancEd Accreditation Standards for Quality School Systems Standard 2.4: Governance and Leadership).
4.1. The Board of Education members meet or exceed annual training required by Georgia law by participating in GSBA and/or NSBA professional development activities (GSBA Standard II.A).
4.2. The Board of Education members conduct an annual self-assessment of the Board’s activities and operations using GSBA’s assessment instrument and procedure (GSBA Standard II.C.6).
4.2.1. The Board of Education desiring to operate in the most ethical and conscientious manner possible, adopts the following code of ethics to be followed by each board member (GSBA Standard III.A).
4.2.2. Board of Education members shall exercise care in the performance of their duties (GSBA Ethics for School Board Members Brochure, p.10).
4.2.3. Board of Education members must avoid and disclose all conflicts of interest (OCGA ????, GSBA Ethics for School Board Members Brochure, p.10).
4.2.4. Board of Education members shall maintain confidentially of all matters as prescribed by law (OCGA ????).

4.2.6. Board of Education members shall respect and abide by the decisions of the Board and shall not undermine or diminish decisions reached by a majority of the Board (GSBA Ethics for School Board Members Brochure, p10.).
4.2.7. Board of Education members shall adhere to the tenet that authority rests only with a quorum of the Board assembled in a meeting and will take no individual action which may compromise the Board (GSBA Ethics for School Board Members Brochure, p.10).
4.2.8. Board of Education members shall not influence or direct the Superintendent or staff members as individual members (GSBA Standard VIII.B).
4.2.9. Board of Education members shall strive to create a public school system that will meet the individual educational needs of all children regardless of their ability, race, creed, sex, national origin, or social standing (GSBA Ethics for School Board Members Brochure, p.10).

4.2.10. Board of Education members shall uphold and enforce all federal and state laws, rules and regulations, or court orders affecting the school system (GSBA Ethics for School Board Members Brochure, p.10).
4.2.11. Board of Education members shall treat all board employees with courtesy and respect. No individual board member shall pressure, threaten or intimidate any administrator, teacher, or other employee, or other board member (GSBA Standard VIII.A, Board/Staff/Community Relations) (GSBA Ethics for School Board Members Brochure, p.10).
4.2.12. Board of Education members shall comply with the Code of Ethics (GSBA Ethics for School Board Members Brochure, p.10).
5. Builds public support, secures sufficient resources, and acts as a steward of the system’s resources (AdvancEd Accreditation Standards for Quality School Systems Standard 2.5: Governance and Leadership).
5.1. The Board of Education members work with the Superintendent to build public support for the school system by providing training for school councils (GSBA Standard VIII.E.1).
5.2. The Board of Education members work with the Superintendent to build public support for the school system by collaborating with local and state agencies (GSBA Standard VIII.E.2).
5.3. The Board of Education members work with the Superintendent to build public support through community groups, community forums, and media (GSBA Standard VIII.E.3).
5.4. The Board of Education members work with the Superintendent to secure sufficient resources by calling elections to authorize a Special Purpose Local Option Sales Tax (SPLOST) (GSBA eBoardsmanship Chapter 1 The Governance of Public Education under Local School Board Authority).
5.5. The Board of Education members work with the Superintendent to secure sufficient resources by calling bond elections to authorize the issuance of bonded debt (GSBA eBoardsmanship Chapter 1 The Governance of Public Education under Local School Board Authority).
5.6. The Board of Education members work with the Superintendent to act as stewards of the system’s resources by buying and selling school property (GSBA eBoardsmanship Chapter 1 The Governance of Public Education under Local School Board Authority).
5.7. The Board of Education members work with the Superintendent to act as stewards of the system’s resources by reorganization and consolidation of schools within their control (GSBA eBoardsmanship Chapter 1 The Governance of Public Education under Local School Board Authority).
5.8. The Board of Education provides guidance to the Superintendent in developing the budget and:
5.8.1. Conducts pre-budgeting discussions with the Superintendent (GSBA Standard VII.A.1).
5.8.2. May establish specific budget parameters where deemed necessary or appropriate (GSBA Standard VII.A.2).
5.8.3. Examines allocations as they relate to the board and district goals annually adopted (GSBA Standard VII.A.3).
5.8.4. The Board of Education receives the draft budget from the Superintendent and after careful study gives tentative budget approval (GSBA Standard VII.B).
5.8.5. The Board of Education publishes the budget and provides opportunity for public review and reaction (GSBA Standard VII.C).
5.8.6. Once a budget that incorporates sound business and fiscal practices is approved, the Superintendent implements and administers the budget (GSBA Standard VII.D).
5.8.7. The Board of Education, by policy, establishes the level of spending beyond the budget for which the Superintendent must seek board approval (GSBA Standard VII.E).
5.8.8. The Board of Education receives monthly financial reports on the status of the budget (GSBA Standard VII.F).

5.8.9. The Board of Education’s financial records are audited annually (GSBA Standard VII.G).
6. Maintains access to legal counsel to advise or obtain information about legal requirements or obligations (AdvancEd Accreditation Standards for Quality School Systems Standard 2.6: Governance and Leadership).
7. Maintains adequate insurance or equivalent resources to protect its financial stability and administrative operations (AdvancEd Accreditation Standards for Quality School Systems Standard 2.7: Governance and Leadership).
Code of Ethics
1. The Board of Education desiring to operate in the most ethical and conscientious manner possible, adopts the following code of ethics to be followed by each board member (GSBA Standard III.A).

I read what someone else posted and I must agree.

I don't think a BOE member should be concerned about bringing diversity into our schools. If people move here, they move here, but to take an interest in making it what it isn't seems to be putting her own values in front of others.
