Duncan is a victim of harassment by a "crazy" who sues people for anything imaginable and is obsessed by homosexuals and child molesters. Apparently the older Mr. Ballard represented Mr. Duncan in one of the lawsuits filed by this person. He likes to accuse people who oppose him of being "homosexual" and "a child molester". Can't know for sure if this is the person sending these vile slanderous cards or not, but he is sure a prime suspect at this point. He has done this to several other elected officials in the past. A real nut job for sure. No one should take these cards seriously. The person or persons sending them doesn't deserve any attention.

Unfortunately when you are doing a good job and running for re-election, there are people who would like to ruin your reputation. Possibly someone with a motive perhaps? Like someone running for his position?
