Has county considered alternatives to new jail?

Subject: Jail and Judicial Center proposal.

Several [Fayette County] commissioners stated that if I had questions regarding the [proposed jail and judicial complex expansion] I should submit them in writing and they would be happy to reply. Following are seven questions respectfully submitted for a response from each commissioner.

1. Has there been any effort by the Board of Commissioners to investigate and develop comparative costs on an alternate location for the project.

2. Most Fayette County taxpayers have no idea as to the magnitude of what the Board of Commissioners are proposing to build. Why does Fayette County need such an elaborate judicial center and jail?

3. Sheriff [Randall] Johnson stated there are approximately 275 inmates currently incarcerated and projects that a facility for 400 inmates would be adequate for the foreseeable future. Why is the Board of Commissioners considering space for 800 inmates?

4. The Board of Commissioners continue to use the threat of a federal mandate to start this project immediately. Please state what solid information you have that this will be an issue in the near future.

5. To date there has been no published information listing the cost of each of the various components included in this project. Please itemize each component and the projected cost.

6. It would seem to be in the best interests of the Board of Commissioners not to be at odds with the taxpayers they represent. If this project is [so] beneficial to the taxpayers of Fayette County, please explain why the Commission will not call for a referendum on a project of this magnitude.

7. Has the area currently occupied by the courts and jail plus the newly acquired average been appraised to ascertain the value of this prime property if it were to be made available for office or residential development?

A reply from each member of the board of Commissioners prior to the scheduled Jan. 6, 2000 Board meeting will be appreciated.
