An on again, off again plan for restaurants and shops on a small parcel between Fayette Pavilion and Rent-All Plaza may be off again.

City Council granted commercial zoning for the project years ago, then reverted the zoning to its previous residential category when developer Stan Thomas failed to build a street through the property as a condition of the rezoning.

Last year, council changed the zoning to commercial again, with the same condition. But not all of the property involved is within the city limits, and the project has been delayed again as the developer worked to provide sewerage to the site.

Council Monday will consider reverting the zoning to residential yet again.

Thomas has dealt with a variety of restaurant chains as potential tenants on the site, including Steak `n Shake, Ryan's Steakhouse and O'Charley's.

Fayetteville residents will go to the polls one more time Tuesday as candidates Clyde Avery and Bill Talley are in a runoff for City Council Post 1.

Voters will cast their ballots at only one precinct, the Old Depot next to the city water tower, from 7 a.m. to 7 p.m.

Talley, chief financial officer for a Pine Mountain, Ga. bank, received 39.3 percent of the vote in the city's municipal election Nov. 3, while Avery, broker for a local property management firm, received 42.9 percent. Third candidate Paul Carter received the remainder.
