Use of Line Creek Pkwy. corner questioned

Questions remain about the possibility of development on one corner of the proposed Line Creek Parkway where it originates at Ga. Highway 54.

Ram Development Group last month received city Planning Commission approval of a schematic site plan for commercial outparcels at the site, but has requested a legal interpretation of one of the conditions handed down when the site plan was approved.

The Planning Commission had limited commercial development on the west side of the parkway, next to the Wynnmeade subdivision. Ram has countered that the original settlement, stemming from litigation years ago in regard to apartment development in the area, does not specifically state that the property must remain open space.

Line Creek Parkway, as it is now proposed, will start at Hwy. 54 directly across from Days Inn, extending about 2,000 feet to the city limits. Ultimately, if land on the west side is annexed into the city, it could connect with the northern end of the Kedron Drive loop, near the Belvedere and Sagamore developments.

At Monday night's regular Planning Commission meeting, city planner David Rast reported that he had spoken with the city attorney that afternoon, who had not finished researching the issue at that time. Rast also spoke to the applicant Monday, and said that Ram wished the matter tabled.

Another issue concerning the parkway was addressed Monday night, as Mike Rossetti of Ravin Homes received approval for his request to use approximately three acres of the adjacent Katz property as a borrow area for dirt needed to construct the road.

Rossetti, whose request was tabled at the previous meeting because he did not attend, pointed out that bringing in dirt from elsewhere would raise serious cost and safety factors.

A site measuring approximately 225 by 600 feet was approved by the commission. One Wynnmeade resident expressed concerns that if more dirt is needed in the future, it could be scraped from right up next to his back property line.

Planning Commission Chairman Julian Campbell Jr. assured him and other residents that any expansion or deviation from this specific request would have to come before the Planning Commission again and be approved separately.

Campbell moved to approve the request with the usual stipulations, Willis Granger seconded, and the motion carried unanimously.

In other Planning Commission business, a scheduled public hearing, for the proposed rezoning of the Hyde/Palmer property on Old Stagecoach Road to LUR (limited use residential), was tabled.
