Residents of 200-home Woodcreek subdivision on Redwine Road are all for developer John Wieland's plan to add 77.5 acres and 40 homes to their neighborhood. But the county Planning Commission is recommending that the County Commission deny Wieland's request as it is written, instead rezoning the E. A. Brown property for a separate subdivision zoned R-75. That category allows homes of at least 2,500 square feet on lots of at least two acres. County commissioners will consider the request tomorrow during their regular monthly meeting, 7 p.m. at the County Administrative Complex, 140 Stonewall Ave., Fayetteville. Woodcreek is zoned as a PUD (planned unit development), a designation that gives developers some leeway in designing subdivisions with green space and varying lot sizes, to allow more creative design. But Wieland's proposed addition doesn't meet those criteria, said members of the Planning Commission. "The law requires that a PUD have a unique design," said member Jim Graw. "There's nothing unique about this design." Wieland wants to combine the two subdivisions to offer current residents of Woodcreek access to a lake that is on the proposed new section. "Doesn't everybody want to teach their kid to fish?" Wieland said during the Planning Commission meeting recently. Commission members also said that in order to be combined with Woodcreek, the new section should have a road connecting it to Woodcreek. Doug Dillard, attorney for Wieland, said a road isn't possible because of topography. The Wieland plan would connect the subdivision with a golf cart path. "I'm struggling with this subdivision not having a connecting road," said commission member Al Gilbert. Commissioners are recommending that council rezone the property R-75 under the condition that none of its homes have access directly to Redwine Road or to Bernhard Road, and that the subdivision have a 20-foot planted buffer along the two roads. In other zoning action tomorrow: The Planning Commission and staff recommend approval of John and Charlotte Hendershot's request to revise the final plat of a Busbin Road subdivision to develop two lots where one currently exists. The property is zoned A-R (agricultural-residential) and fronts on Laura Lane. Don Galimore is asking for a change in zoning from R-70 (residential, minimum two-acre lots) to A-R for his ten acres on Tillman Road to develop a home and farm. The Planning Commission and staff recommend approval. Joseph D. Giovinco is asking for a change in conditions on his 3.56 acres zoned C-C (community commercial). The land is on Ga. Highway 54 at Sumner Road, and Giovinco plans are to develop a single lot with office uses. Planners recommend approval.
