Schlotsky's Deli is the latest proposed occupant of property next door to Picadilly Cafeteria at Banks Road and Ga. Highway 85. Crown Capital Corp. is seeking a special exception to allow a drive-through at the restaurant before presenting its development plans to the Fayetteville Planning Commission. Planning commissioners will decide on the special exception during its business meeting this Tuesday, Feb. 24 at 7:30 p.m. at City Hall. Plans for the 6.8-acre tract, which wraps around Picadilly in an "L" shape, include an auto parts store and other retail shops, as well as a day care center on a portion that is in a residential-professional zoning category. But Crown Capital spokesman David Tucker said the company no longer wants a special exception to allow auto repair at the parts store. The company plans to develop the property exactly according to a development plan approved years ago, in hopes of keeping in effect a variance that allows a 25-foot buffer with residential property to the north. The required buffer is normally 75 feet. Other business on the commission's agenda Tuesday includes: Development plans for a Steak 'N Shake restaurant on Ga. Highway 85, just south of Fayette Pavilion. Thomas Enterprises also wants to put a Ryan's Steakhouse on the same property, but has asked that the commission table that plan until its March 9 work session and March 23 business meeting. Plans for Steak 'N Shake have been on the commission's table for some time, and staff recently attached 14 comments or suggestions to the company's plan, objecting to the store's trademark black and white facade. City law requires that the exterior of a business be compatible with a "building of architectural significance" in the area, and in this case that building is Fayette Pavilion. "This has just dragged on and dragged on," said commission chairman Bill Talley during last week's work session. Unless there's a change in the plans presented, he said, "I'm just going to recommend we deny it." Greg Alvarez's request that the zoning category of property at 265 N. Jeff Davis Drive be changed from residential to O-I (office-institutional) to develop medical offices. Alvarez wants to move Ankle and Foot Center of Georgia from its Hwy. 85 location to the Jeff Davis site, and to develop an additional medical office building, but his plan to have parking in front of the buildings violates the city's downtown development rules, said chief planner Jahnee Prince. Parking in the rear will be a problem for his patients with foot problems, said Alvarez, but commissioners suggested he change the plan before Tuesday's meeting. If the commission recommends the zoning change, it will go to City Council for final approval March 1. Development plans for a lawyer's office on lot five in Burch Office Park.
