*Fayetteville City Council will have a special called meeting Thursday, Sept. 24 at 6 p.m. to set the city's property tax rate for fiscal year 1999.

During recent discussion of the 1999 budget, officials said they expect to reduce taxes for the coming year.

Council also will have first reading of a new ordinance governing the use of tents and canopies in the city. Second reading and action on the ordinance will be during the council's regular meeting Oct. 5, 7:30 p.m. at City Hall.

*Requests for communications tower permits dominate the Fayette County Planning Commission's Oct. 1 agenda, but those requests are likely to be tabled.

The Planning Commission will need at least one more workshop meeting to hammer out details of a county-wide master plan for towers, designed to minimize any negative impact the structures have on surrounding homes.

Consensus among commissioners in a workshop this week was that taller towers should be encouraged to locate along major thoroughfares, and any towers necessary beyond that should be shorter and employ "camouflage" techniques to blend into surrounding areas.

*Fred Palmer with Fayetteville's water department recently was recognized for 15 years of service with the city.
