Airport authority scrutinizing its finances

Close scrutiny of finances has become even more important to the Peachtree City Airport Authority, now that the authority is supervising its own fixed-base operations at Falcon Field.

At Tuesday's authority meeting, member David Good asked that a close review of the financial situation become a priority item on meeting agendas. The authority spent about half an hour reviewing income, expenditures, projections and the best ways of recording and reporting monies.

Airport Manager Jim Savage said that records-keeping is a problem, noting that most of it is still done "by paper." Later in the meeting the authority approved an appropriation of $4000 to buy FBO-specific software, pending consultation with Good and authority member H.E. Buffington; negotiations with the software company, and reports from airports which use the program.

Savage also told the authority that fluctuations in both expenses and income will "settle down" as the operation becomes full-service. Some expenditures, he said, are onetime deals like repairs to the lift station, stocking up on pilot supplies and figuring out what sells, and legal work on the transition between the authority and Stevens Aviation, the former FBO manager.

The airport manager's report also included a brief rundown on the "Wings over Dixie" Airshow coming up Sept. 12-13. He detailed the "working aspects" of the show: security, parking, emergency medical crews, radio communications among staff and volunteers, and concessions. About 10,000 to 12,000 people are expected for the show, he said, so the larger problem will be parking.

The Confederate Air Force Dixie Wing, sponsors of the show, has already booked about 25 shuttle buses to run between Starr's Mill High School and the field, Savage said. Attempts are being made to work with surrounding property owners to provide parking, either free or at a small charge to show-goers.

An application from James E. Toombs and Clark W. Schradle to build a new hangar on Lot D27, near other hangars, was approved. The prospective builders agreed to continue talks with Savage and engineers on how best to locate the hangar on the lot, to conform with the 75-foot setback requirement.

The authority did not make a final decision on an agreement with Thrifty Car Rental to facilitate car rentals at Falcon Field. Savage said the staff already handles some paperwork for car rentals but does not receive any revenue for the service. Authority chairman Robert Patterson said he felt the FBO should have some measure of control over rates charged for rental cars, if that can be worked into an agreement, because rates vary widely around the country.
