Charley English of Fayetteville has been named the agencys assistant director. Taking his place as director of operations is Charlie Dawson of Peachtree City. As assistant director, English will be responsible for the day-to-day management of all activities within GEMA, including operations, planning, finance, hazard mitigation, grants management, and terrorism preparedness. Dawson, as director of operations, will specifically oversee planning, training, field programs, school safety, radiological emergency preparedness, the state operations and 24-hour communications centers, and information technology. English joined GEMA in 1996 as a part of the Olympics planning team, and has been director of operations since 1999. He has coordinated the states response to seven presidentially declared disasters and numerous states of emergency issued by the Governor. A veteran of two decades in public safety, English was responsible for the management of Georgias 10 regional police academies during his tenure with the Peace Officers Standards and Training (POST) Council. This past summer, he became one of the nations first recipients of a masters degree in Homeland Security under a program sponsored by the U.S. Department of Homeland Security and conducted by the Naval Postgraduate School. Dawson began his career with GEMA in 1998 as medical trainer in the Radiological Emergency Preparedness Section, and then as operations support manager, responsible for the operational readiness of GEMAs State Operations Center. Dawson left briefly to head the Georgia Department of Transportations HERO program, and then returned to GEMA as field operations director. Prior to joining GEMA, Dawson served for 20 years as an officer in the U.S. Army Medical Department. Dawson is a graduate of Georgia State University, and has done graduate work at Webster University and Central Michigan University.
