Bad Links? | More businesses headed to FairburnBy BEN NELMS Fairburn council members gave their approval Feb. 28 to a rezoning request at U.S. Highway 29 and Ga. Highway 74 designed to bring several new businesses to the city. Positioned on the east-side of Virlyn Smith Road opposite Hwy.74 and U.S. 29 Loop Road, the triangular-shaped parcel is composed of 7.586 acres and is proposed to be developed for a highway-oriented shopping center consisting of five separate parcels, city administrator Jim Williams told council members. Prior to gaining approval, the property had been zoned R-2 residential. The change puts a C-2 Commercial zoning in place. Williams said the property is across V. B. Smith Road from a portion of the Durham Lakes project intended for commercial use. It is bordered on the north by Holly Hill Memorial Park, zoned for office and institutional use, and by a small undeveloped tract currently zoned residential. The property is on the east and south by land currently zoned for office and institutional use. In their rezoning application, Land Development Group said the new uses of fast food restaurants and neighborhood commercial businesses offers convenience for local pedestrian traffic and accessibility to I-85 without increasing traffic in the downtown area. Though just in the initial phases of development, Land Development Groups Marina Hodgini said Tuesday that businesses likely to be established at the site, such as fast food restaurants, a service station, a bank or dry cleaner, are intended to compliment the growth in the area. We are delighted to be a part of the community, Hodgini told council members Monday. Williams told the council that the change in zoning would be consistent with Fairburns comprehensive plan, land use plan and development policy. He added that the citys planning commission had recommended approval of the proposed re-zoning at its Feb. 1 meeting, provided that the developer comply with several conditions. Those included the understanding that the site plan that was submitted is not approved as part of the re-zoning action, that the developer will have a site plan prepared for the property by a professional architect or land planner in accordance with city policies and procedures for site plan and review, that the site plan be approved by the city prior to the onset of any development, that the property be subject to the policies and standards in the Hwy. 74 Overlay District and that any subdivision of the property conform to the citys newly adopted Land Subdivision Regulations and Land Development Standards. Other conditions specified that architectural plans and specifications for structures be prepared by a professional architect and approved by the city prior to construction, that a landscape plan be prepared by a professional landscape architect and approved prior to the occupancy of any buildings and that access to the property from V.B. Smith Road be subject to city and DOT approval. |
