Loophole in parts accountability with PTC record keeping

Peachtree City was on notice of a flaw in its vehicle management system that did not provide accountability in parts usage and inventory, according to a report from a consultant hired by the city a year ago.

No actions were ever taken in a bid to close that loophole, Mayor Steve Brown confirmed Thursday.

A February 2003 report by Transportation Consultants, Inc., of Atlanta expressed “concerns about the Quest system, administrative support and record keeping.”

The report also alleged that data entry was routinely six to eight months behind; that there was no recording of fuel consumption, mileage and paid mileage due estimates.

“This provides exposure on parts accountability,” read the report from TCI, which was commissioned to conduct the audit by the City Council.

“For two years I have listened to the old guard shout that everything was always running well and they chided us for spending money on consultants,” said Brown. “Now, it is pretty clear that we were making the right decisions with pressing forward.”

He added, “We will continue to make reforms.”
