Man accused of raping woman at Balmoral Village A College Park man has been arrested for raping a woman at Balmoral Village Apartments last week, police said. Ryan Powell Hopkins, 29, is charged with one felony count of rape and one misdemeanor count of battery. He was arrested early Tuesday evening by the Peachtree City Police Department. The incident occurred Aug. 26 in the living room in one of the apartments, according to warrants for Hopkins' arrest.
