Fireman receives Outstanding Alumnus Award

Dr. Bill Lowe of Fayetteville received the Georgia Perimeter College Outstanding Alumnus Award at GPC's commencement ceremony Saturday.

Tony McIntyre, president of the Georgia Perimeter College Alumni Association, presented the award during the graduation ceremony at the Cathedral of the Holy Spirit in Decatur. Lowe had been nominated in recognition of his outstanding professional achievements and public service.

An extraordinary career fireman, Lowe has been employed with the Clayton County Fire Department for 23 years. He is a captain responsible for emergency medical service activities, coordinating the EMS and rescue responses of 90 firefighters and paramedics assigned to fire engines, ambulances, ladder trucks and a rescue squad.

In presenting the award, McIntyre cited Lowe's numerous professional, community and public safety accomplishments. Since 1993 he has taught off-duty training classes to help his fellow employees gain promotions. In 1994 he organized co-workers to contribute part of their paychecks to purchase $10,000 worth of training and emergency response equipment. Today, the fire department's training division possesses the latest technology in training and reference materials.

Additionally, Lowe serves his community in various ways, such as co-chairing drives to provide food, clothing and Christmas toys to needy children. Clayton County's emergency children's center, Rainbow House, selected Lowe as its 1997 Public Servant of the Year.

Lowe has received numerous awards and appointments, including the 2001 Dr. Zeb L. Burrell Jr. Distinguished Service Award, presented by the Georgia Department of Human Resources for outstanding contribution to the delivery of pre-hospital emergency medical care. In 1998 Emergency Medical Services Magazine selected Lowe for its Paramedic of the Year Award.

He has written over 70 articles on management and leadership, which have been published in professional magazines such as the Journal of Applied Management and Entrepreneurship, EMS Insider and Firehouse Magazine.

While working full-time, Lowe earned an Associate's Degree in fire management from GPC, then known as DeKalb College, and went on to earn a Bachelor's Degree in management from Shorter College in 1995. He obtained a Ph.D. in business administration in 2000 from Nova Southeastern University in Fort Lauderdale, Fla.

In addition to his duties with the Clayton fire department, Lowe serves as an adjunct faculty member of GPC's Fire Management program.
