Senoia moving on impact fees

Senoia's efforts to draft an impact fee ordinance are not moving quickly enough for the City Council.

During Monday night's meeting, the council heard the draft of the ordinance may not be ready until October.

"We need to step this process up," said Councilman Bill Wood.

City administrator Murray McAfee said city planner Bill Johnston had given the city a 160-day timeline for the draft to be completed. Johnston is working on the draft, along with city engineer Ben Turnipseed and consultant Bill Rosser.

"We started talking about this in November. You need to call them every day," said Mayor Dianne Cleveland.

McAfee agreed the process was taking too much time.

"It's moving a lot slower than I thought it would," he said.

McAfee said an initial recommendation by Johnston and the consultant was to move any water and sewer issues out of the impact fee ordinance.

"They favor using a capital recovery fund, which uses tap fees, and is easier to adjust," McAfee said.

The city's development moratorium is set to expire in April, and the council was hopeful of having an impact fee in ordinance in place when development started again.

The council instructed McAffee to get the timeline changed and try and get the ordinance to the council quicker.
