Agreement between PTC, Fayette County and airport authority on road paving stalls

Efforts to pave a road adjacent to Falcon Field to provide access to a new hangar area have been stalled slightly.

The Peachtree City Airport Authority, the Peachtree City Council and the Fayette County Commission are hammering out an agreement to get the road paved next year. Although the authority hoped to have a version of the agreement to approve at its Wednesday meeting, it was still being tweaked by county attorney Bill McNally, said airport manager Jim Savage.

It appeared unlikely that all the parties could approve the agreement before the Christmas holiday, Savage said.

The authority wants the agreement approved as soon as possible so it can seek a state grant for its share of the project, which is estimated between $75,000 and $100,000. The hangar area is already completed, but the authority can't lease the sites there until the road is paved.

The hangar sites, once leased, would provide an estimated $4,000 in revenue a month.

The authority considered approving the agreement as long as it was similar to the version it was presented with at the meeting. But authority attorney Doug Warner suggested it would be better for the authority to wait to vote on the final version of the agreement, perhaps at a special called meeting.

The agreement calls for county to provide equipment and labor for the paving of the road while Peachtree City will be responsible for engineering services, coordinating the project and building the curb, gutter and drainage facilities.

The authority has already gotten $150,000 in commitments for the project from Peachtree City Holdings, LLC, and the Peachtree City Water and Sewer Authority. Both entities would also benefit from the portion of Stallings Road since they have parcels which use Stallings Road as an access point.

The agreement also requires the authority to maintain the road for two years before the city takes possession of it.

In other business Wednesday night, authority chairwoman Cathy Nelmes recognized outgoing authority member H.E. "Hoppy" Buffington for his five years of service. Nelmes said his time and energy would be missed and presented Buffington with a large framed aerial photograph of Falcon Field.

Buffington chose not to reapply for his seat on the authority. That leaves two seats on the authority to be filled by the City Council, following the recent resignation of authority member Mark Harris, who was moving out of town and would no longer qualify to serve.
