WASA gets low bids for massive expansion project

It looks like expanding two of Peachtree City's sewer treatment plants won't be so expensive after all. The lowest bidder for the project, 3D Enterprise Contracting Corporation from Lexington, Ky., presented the low bid of $9.99 million, which is $1.5 million under the original estimates for the project, said Larry Turner, general manager of the Peachtree City Water and Sewerage Authority. Another expensive project also came in under estimates also, Turner said. "Everybody was happy with the prices," Turner said. At a meeting Saturday, the authority accepted the bid for the project, which involves adding sewer treatment capacity to both plants. Also, the expansion will add the capability for sewage to be treated one extra step so it can be pumped to Planterra Ridge Golf Club to be used for irrigation purposes in the summer months. Once the plant expansions are complete, the authority plans to shutter the aging Flat Creek sewage treatment facility. But WASA still plans to discharge treated water into Flat Creek, so a separate force main line will be built from the Line Creek plant to Flat Creek so this can be accomplished. Constructing that line will cost $721,936 under the bid from Strack Inc. of Fairburn that was approved by the authority. Strack was the second-lowest bidder, but was selected by the authority since the lowest bidder had asked to be disqualified from the process. The original estimates for that project were at $1.02 million, so the authority also got a lower price in that case, Turner said. The low bids may have been the result of a drought in sewer projects in the area, Turner added. "We just came out at a time when nothing else was bidding and a lot of contractors wanted work," Turner said. "They were just hungry." The first pre-construction conference will likely be held after Labor Day, but it will take another 45 to 60 days before construction actually begins, Turner added.
