Anthony Carter to stand trial on multiple development violations By JOHN

A Fayette man will stand trial Monday in Fayette County State Court for several violations of county development regulations, including three counts of ignoring stop work orders issued by county staff. Anthony J. Carter, who is well-known for previous bouts with local authorities, is accused of violating three stop work orders, grading without a land disturbance permit, covering a sewer system without an inspection and installing a used water line at property he is developing on the Ga. Highway 85 connector near Massengale Road. Carter has pleaded not guilty to the charges and requested a jury trial in Fayette State Court. According to court documents, Carter first violated a stop work order for his property between Dec. 13 and Feb. 1. He also violated stop work orders between Feb. 1 and 13, and most recently between Feb. 15 and 22, the documents say. Court documents also indicated that when Carter was cited for grading without a land disturbance permit in late January, his activities caused water to back up onto county right of way. Carter claims in court documents that his property is exempt from the land disturbance permit and an on-site sewer management system was not installed. The County Commission is slated to hear his appeal on the stop work order at its regular meeting at 7 p.m. Thursday at the County Administrative Complex.
