Brooks swears in new councilman By CAROLYN

An 11-year resident of the town of Brooks was sworn in as its newest councilman, Lewis B. Harper. He replaces C. W. Howle, who resigned last fall. At the time of qualification last Sept. 14, no one had applied for the position. After that date, anyone applying to be on the ballot could do so by declaring to be a write-in candidate, posting a notice in the county legal organ and bringing proper certification papers to the Elections Office, which he did. Harper is deputy chief of police for the city of College Park. He was reared in the Fife community at the South Fulton-Fayette line and has been in municipal government for 28 years. Previously serving on the town land use committee, he is currently on the town water committee. Harper and wife, Jane, have two grown sons.
