Retiring Brooks Councilwoman Caroline Smith was treated to a reception at the City Council's last meeting.

The event was also to welcome her replacement, Lewis Harper.

Smith had served on the council for 13 years and served as town clerk for nine years.

Among her concerns upon leaving is that the dialogue and lines of communication be kept open between Brooks and Fayette County, particularly in the area of residential development in south Fayette County.

Her parting advice to current and future elected officials: "Do your homework, research the issues, make your decision, and then stand behind it."

Her parting comment to all: "He who sits on the fence is usually not welcome in either pasture."

She and her husband, Robert, are owners/operators of an equestrian facility, Highland Brooks Farm.
