Webster named commission vice chairman Fulton County District 2 Commissioner Karen Elaine Webster was elected vice chairman of the seven-member Fulton County Board of Commissioners at the Wednesday, Jan. 2 meeting. She will serve one year in the position, succeeding District 5 Commissioner Emma I. Darnell. Webster will preside over commission meetings when Chairman Mike Kenn is not present. She won election to her at-large District 2 seat in 1998, becoming the first female to hold a county-wide position on the board. A native Atlantan, Webster is senior vice president at Beers Construction Company, the largest commercial contractor in the Southeast. She holds a bachelor's degree in Southern history and government from the University of Virginia, and a master's degree in public administration from Georgia State University. Webster earned a populist reputation for consistently and steadfastly pursuing her "fiscally sound government" priorities through sponsoring and cosponsoring resolutions that strengthened the capital improvement program process and prompted research of county revenue enhancements. She also required strong review of the fiscal impact of board actions; established program measurements for all county departments and created a Citizens Budget Task Force, involving citizens at the beginning of the budget process; enforced Purchasing Department vendor evaluations, and discontinued financing of capital improvement projects through the issuance of certificates of participation without voter referendum approval.
