Fayetteville eyes 20-pump gas station proposal

Traffic, architectural and environmental concerns are among the sticking points in an attempt to locate a gas station and convenience store on an out-parcel of the Lowe's complex on Ga. Highway 85 in Fayetteville.

The proposed development calls for a 3,952-sq. ft. store and 20 gas pumps on the 1.9-acre tract, which is currently zoned C-4 (big box commercial). The applicant has requested a special exception to locate the facility at that site.

Planning commissioners noted at last week's Planning and Zoning Commission work session that the proposal looks nothing like the nearby Fayette Pavilion, and city staff pointed out several architectural concerns, saying the proposal is not in line with the city's ordinances.

Potential runoff from the site could also be a problem, staff said, with its proximity to two separate bodies of water and the possibility of hazardous materials escaping into those waters.

Staff recommended that architectural elevations be resubmitted. The request will be considered again at next week's regular monthly Planning and Zoning Commission meeting, Tuesday at 7 p.m. in the council chambers at City Hall.

Also on that meeting's agenda:

Revised elevations for Gold's Gym at 720 N. Glynn Street. The owners propose to add three windows on the back of the building and install an additional entrance in the front. City staff has recommended approval.

Revised elevations for Wings & Things at 389 Fayette Place. The owner wishes to add onto the facility, with a new open-air terrace on the south side of the building and a new game room in the front. Additional doors and other features will be needed to complement these changes. City staff has recommended approval.

Development plans for ADC Recycling on First Manassas Mile Road. A vegetative debris recycling facility has been proposed for a 15-acre site, to include a 375-sq. ft. office building. The property is zoned M-2 (industrial), listed as industrial on the future land use map and is next to the county landfill and newly proposed construction debris processing center. City staff has withheld a recommendation until questions regarding the nature of the business can be answered.

Development plans for Cleveland Elementary School on Lester Road. Annexation of this site is now being considered by the City Council. After the 800-student elementary school is constructed, a 1,200-student middle school is expected to be built on the same site at a later date. City staff has recommended approval.

Development plans and revised elevations for Fayette Family Dental at 105 Braxton Court. The applicant has proposed adding 1,526 square feet to the current 1,400-sq. ft. building and extending the parking area to accommodate the added office space. City staff has recommended approval.

Rezoning from R-30 (single family homes on minimum 30,000-sq. ft. lots) to C-2 (commercial) for Louis Grech's property at 300 N. Jeff Davis Drive. Grech wants to move his office to this site, which sits on the southwest corner of Georgia Avenue, and is expected to meet buffer and parking requirements should the rezoning be granted. City staff has recommended approval.

Rezoning to allow a Bank of America branch for Thomas Enterprises' property on the southwest corner of Ga. Highway 314 and New Hope Road.

The land is currently zoned C-2 and R-30/planned unit development. The developer has asked that 1.45 acres of C-2 property be rezoned to O&I (office and institutional), along with 17,198 square feet of land currently under the planned unit development zoning. City staff has recommended approval.
