County, city agree on spray fields By JOHN

In a stark contrast from a year ago, Coweta County and the city of Senoia are getting along just swimmingly. Coweta County approved a series of mitigation measures that now allows the city to annex two tracts of 61 acres and 53 acres for use as a sprayfield for its new sewer treatment facility. Under the agreement, Senoia will maintain a 150-foot natural buffer along the property and all wastewater will be retained on the property. The city also will maintain a 24-hour emergency phone number for all adjacent property owners and will act quickly if any resident complains about an odor. If there's a dispute over the odor, an odor panel will be established that consists of a city resident, the offended county residents, a citizen not living in the area and a representative of the city and the county water and sewer superintendent or his designee. After the panel makes a ruling, the costs for the procedure will be assessed against the party that the odor panel rules against. County personnel also will be granted permission to enter the facility with a city representative to monitor performance of the system. If Senoia decides to change the use of the property, it will notify the county in writing prior to the change. Senoia officials agreed to the measures at their Monday council meeting.
