Two in Brooks qualify for council race Two citizens in Brooks have qualified for its March 20 election for a councilman. Lewis Harper, who is deputy chief of the College Park Police, has lived in Brooks for 11 years and currently serves on the town Water Council. Frances V. Bauer has spent a number of years as an air traffic controller, and has also lived in Brooks for 11 years.
