Fulton County
Manager Tom Andrews has selected three senior managers to fill key County
positions.
The appointments
are Jerome Noble, purchasing director; Steven Cover, environment and
community development director; and John C. Lavelle, land administrator.
Noble, who
is currently serving as the interim director of the county's Purchasing
Department, has almost three decades of management and administrative
experience at the city, county, state and federal levels of government.
Prior to
his current position, Noble was deputy director-administration for the
county's Public Works Department from 1997 to 2000. Previously, he was
a senior associate for two years with P. J. Noble & Associates Inc.,
Columbia, S.C.
He also has
worked for the South Carolina Department of Transportation as director
of public transportation from 1983 to 1995.
Noble holds
a master's degree in city planning from the Massachusetts Institute
of Technology, Cambridge, Mass.
Cover, who
has over 20 years experience as a planner, most recently was director
of planning and branch manager for McCrone Inc., Annapolis, Md., a position
he held since 1999. Briefly, he was vice president and director of planning
for Daft McCune Walker Inc., Towson, Md.
From 1995
to 1999, Cover was director of the Planning and Code Enforcement Department,
Anne Arundel County, Md.
Cover holds
two master's degrees from the Georgia Institute of Technology, one in
city planning and the other in architecture.
Lavelle,
before accepting his current position with Fulton County, worked for
Smith Real Estate Services, Atlanta, as director of right of way and
program manager for five years. He was a member of the city of Atlanta/Fulton
County Board of Tax Assessors from 1992 to 1995.
Previously,
he was president of Atlanta-based Lavelle and Associates, which provided
real estate valuation and consultation services, from 1989 to 1992.
He also has
worked as an appraiser for the California Federal Savings and Loan from
1986 to 1989 and the Metropolitan Atlanta Rapid Transit Authority from
1981 to 1986.
Lavelle holds
a master's degree in public administration from Georgia State University.
Noble's appointment
is effective Feb. 9, Lavelle will be on board by Feb. 28 and Cover will
join the county March 7.
