Restaurant, car wash on Fayetteville P&Z agenda By MONROE
ROARK The Fayetteville Planning and Zoning Commission will have little trouble next Tuesday with this month's agenda, judging from the activity at last week's work session. Plans for a restaurant, a car wash and a gym are among items on the agenda. All five applications were met with minimal discussion, and each was told simply by Chairman Myron Coxe, "See you in two weeks." Planning director Maurice Ungaro confirmed this week that all of the requests were being processed in a relatively smooth fashion, and there were no major points of contention. The January agenda is as follows: Olde Towne Builders Inc. requested a variance for a lot in phase one of Highland Park subdivision off South Jeff Davis Drive. The builders poured the foundation for the residence prior to a new building ordinance requiring foundation checks before continuing construction, according to city staff. When the new foundation was checked, it encroached into the western side yard setback (15 feet for this planned unit development) by 39 inches. Staff recommended approval of the variance. Guthrie & Golden Development Company requested a special exception for a site on Ga. Highway 85 south to install a car wash in a C-3 zoning district. The developer plans to extend its Main Street Square project onto the vacant lot between the Sherwin Williams center and the Merlin Muffler site, city staff reported. The property is within the city's Main Street district. Staff recommended denial of the request. Ungaro reported that there is already a full-serve car wash as well as two self-serve operations in the area, with an application for another already in the works. If the site is developed this way and later abandoned, it would be difficult to find an alternative use, he added. Compass Financial Services requested rezoning from R-30 (residential) to O&I (office-institutional) for property at 335 North Jeff Davis Drive. Neighboring uses include a crafts shop, a surgical clinic and a floral shop, city staff reported. The site is identified as Downtown Mixed Use on the Future Land Use map. Staff recommended approval of the rezoning. Larry's Subs of Atlanta Inc. submitted its development plan for the building and lot at the southwest corner of Ga. Highway 85 and East Georgia Avenue. This site, formerly a restaurant, has been vacant for several years, Ungaro said this week. An alternative use was considered by another developer at one time, but taking out all of the restaurant equipment would prove too costly. "We're glad a restaurant is going in there," he said. The applicant plans to use the existing structure and facilities in their entirety, according to city staff. Renovations to the building will include a completely bricked exterior, in continuity with the Main Street Square development as well as the Courthouse Square area in the Historic District. Parking and landscaping issues are still being developed. Some concern was expressed by planning commissioners about the drive-through lane, which was built years ago when traffic on the highway and side street were not at all comparable to the volume that exists now. "This was designed when you could walk across Hwy. 85," said commissioner Allen Feldman. The developers and the city are looking at ways to make the drive-through more traffic-friendly, along with the potential problem of having one of the exits to the property so close to East Georgia Avenue. World Gym at 931 North Glynn Street submitted rear building elevations for its new site, in the old Winn Dixie location near where Hobby Lobby now sits. The applicant wants to add seven windows on the rear face of the building, city staff reported. With the area already buffered properly to maintain privacy with regard to neighboring residents, city staff recommended approval of that request.
