Senior apartment complex approved

The future of Peachtree City's last remaining multifamily zoned property is pretty much set in stone.

At its regular meeting Monday night, the Peachtree City Planning Commission approved a plan to build a 144-unit apartment complex specifically marketed at seniors. Prime Communities plans to use security as a major selling point and emergency personnel will be on hand 24 hours a day to assist residents.

Originally, the plan met with much opposition from residents in the adjacent Village Park subdivision. But in the end, the main problem that couldn't be fixed was the size of the building which is three stories and drew complaints that it would "dominate the area". Making the building one story would likely end up with a lot of impervious surface, which the Planning Commission wants to avoid if possible.

To respond to residents' concerns, Prime Communities made several changes to its concept plan for The Parc, including:

Moving the building further away from the subdivision.

Committing to a 100-foot undisturbed buffer area between the apartments and the subdivision.

Lowering the service delivery area at least eight feet to reduce noise of deliveries being made.

Adding a continuous right turn lane into the development from Crosstown Drive to alleviate traffic congestion.

Roy Dickson of Prime Communities said the company also plans to acquire a portion of the entrance road to the Village Park subdivision which will lead to The Parc's service and delivery entrance. That way the company will bear the responsibility for maintaining that part of Village Park Drive and it will make sure the residents have permanent easements to drive home, Dickson said.

The road will also likely have to be realigned, he added.

"We're going to insure that the road works," Dickson said.

The new concept plan has also added a fire access road around the entire building and redesigned entry gates to fit emergency vehicles.

One of the conditions of approval requires that all construction vehicles must enter from Crosstown Drive instead of the entrance off Village Park Drive. Dickson agreed that the entrance would be blocked off during construction.

Additionally, Dickson agreed to spend up to $50,000 for the development's share of a possible traffic light which could be erected at the intersection of Crosstown and Peachtree Parkway. The city will conduct a traffic study on that intersection, said Jim Williams, the city's director of developmental services.

Other concept plans approved by the commission were an expansion of Carriage Lane Presbyterian Church on Carriage Lane and for Vassey Medical Office on Georgia Park.

The commission also approved landscape plans for a warehouse at Southeast Properties on Ga. Highway 74, a warehouse expansion at Tiernan and Patrylo on Hwy. 74, a warehouse expansion at Shinsei on Southpark Drive, Royal Learning Center on Commerce Drive North and SST Industries in Gardner Park.
