Fayetteville moves
on impact fee issue
By MONROE ROARK The Fayetteville City Council Monday night approved an amendment to the city's comprehensive plan and capital improvement element that includes an impact fee for the proposed county jail complex. There was no public comment and little council discussion before Monday's vote. The CIE was revised to include information provided by the county covering three retail trade categories, after the city expressed concern over the lack of a separate category for small businesses. A table was provided by county staff showing comparisons of various impact fees paid in 2000 and 2006, in response to council requests for such data. Under the plan now in the works, net fees would be as follows: Residential $660.28 (2000) and $770.92. Retail/10,000-50,000 sq. ft. $4,052.07 and $4,420.04. Retail/50,000-110,000 sq. ft. $6,410.82 and $7,326.30. Retail/over 110,000 sq. ft. $7,706.61 and $9,647.64. Other/under 10,000 sq. ft. and storage warehouse $2,053.13 and $2,218.56. The CIE is now being submitted to the Atlanta Regional Commission and state Department of Community Affairs for review. The actual ordinance would not be considered until January or February, according to city staff. An intergovernmental agreement also will need to be approved before fees can be collected. The county and the other municipalities are currently considering the issue as well. In other business, council approved a revised development plan for Walgreen's at Ga. Highway 85 North and Ga. Highway 314. The Planning and Zoning Commission had expressed concerns about potential health and safety problems from an above-ground detention pond, after the original development plan called for an underground facility. The developers said that an underground facility was not economically feasible. After presenting to council a revised plan that includes a steel grate, a guard rail and evergreen covering, the developers gained approval.
