The Peachtree City Planning Commission Monday night recommended approval of the conceptual site plan for the Kedron multipurpose rink. The overall master plan contains a covered in-line hockey arena, a multipurpose field, a covered picnic pavilion, a playground and gathering area and parking for 161 cars. The city only plans to build the rink and parking area right now, according to city staff. The 20-acre site that will contain this complex is surrounded by Kedron Elementary to the south, Ga. Highway 74 to the west, city-owned greenbelt to the north and the access drive for the field house to the east. The city is proposing access from the existing road next to the school. The conceptual site plan was approved with the following conditions: Existing vegetation throughout the site must be preserved to the greatest extent practicable. No vegetation shall be disturbed within the designated buffer areas. A traffic-calming device (stamped asphalt or concrete pavers) must be installed on the main access drive at the entrance to the new parking area. Clearing and grading will be limited to development of the first phase only at this time. Additional accessible parking spaces may be required to bring the overall site into conformance with current Americans with Disabilities Act (ADA) requirements. An accessible surface must be provided from the parking area to all new recreation facilities. All site lighting must be designed in a manner that will not be obtrusive to adjoining residential property. The Planning Commission also recommended approval of a rezoning for a residential development of a 10.7-acre tract on the east side of Robinson Road, between Redwine Road and Holly Grove Church Road. Developer Bill Gibson told the Planning Commission that he felt a cluster-home development would be suitable on this site, and city development director Jim Williams agreed, saying that would be preferable to some institutional use. Williams went on to call this area an opportunity site, saying that what Gibson is proposing would be a good fit for an area that does not have too many options. He said that Gibson, whom he called one of the city's best builders, was on the right track with his plan. The only problem Gibson had with any of the proposed conditions was the suggestion that the entrance to his community be designed the same as the entrance to the Holly Grove AME Church that will be built soon, when that road is closed. Gibson said he wanted some flexibility to build his own entrance, as he was not yet certain what style would be appropriate. The city had no problem with that, so that stipulation was removed from the list of conditions. The Planning Commission voted unanimously to recommend approval of the rezoning.
