Council readies for busy retreat

Meetings procedures and the city's ethics ordinance are the first two items on the agenda for this year's City Council retreat, which begins today at 1 p.m. at the Aberdeen Woods Conference Center.

The possibility of adding a general citizen comment time at the end of each council meeting and consideration for citizens to respond to comments made specifically about them will be discussed in reference to the meeting procedures ordinance.

On the heels of two recent formal ethics complaints filed with the city, one against city attorney Jim Webb and another against councilman Dan Tennant (which has been withdrawn), the council will consider a number of issues recently raised by council members, citizens and city staff relating to the ethics ordinance.

Also on the agenda is a discussion concerning the use of the city's web site by elected officials.

A budget review is on tap for this afternoon, along with reviews of the five-year staff plan, public improvement program and personnel requirements.

Other issues slated for discussion today include a possible four-day work week for some city employees, funding for non-profit organizations, future use for the old Leach fire station, an update of the Fire Department's accreditation and ISO rating, community emergency siren warning system, traffic calming devices, a first-year review of the housing code program, and updates of the GIS and Service Plan 2000.

The city's various commission, authorities and boards are scheduled to meet separately with the City Council Saturday, beginning with the Airport Authority at 8 a.m.

Other groups scheduled for Saturday morning include the Development Authority (8:45), Water and Sewerage Authority (9:45), Commission on Children and Youth (10:30), and Library Commission (11:15).

The Recreation Commission is scheduled to appear at 1:30 p.m., just after lunch, with the Planning Commission on tap for 2:15.

After those groups are finished, the council will consider any agenda items remaining from Friday's session.
